There no real benefit to that x370 board , the b350 version is $40 cheaper & is pretty much the same apart from no sli capability.

The b3 450 ?? Toms tested these units & they have an inherent issue it seems where the overload protection is improperly configured.
For that reason I'd go with the cx450/550m instead which are proven solid units.

Swapped the ssd for an m2 mx300 extra $10 for 35gb extra space & its a faster drive.

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($197.28 @ OutletPC)
Motherboard: ASRock - Fatal1ty AB350 Gaming K4 ATX AM4 Motherboard ($90.98 @ Newegg)
Memory: G.Skill - Ripjaws V Series 16GB (2 x 8GB)...

Lmao was just about to post a build but then noticed you updated you post with a build. Mines the exact same but with an SSD and a different power supply. Other than the lack of SSD looks good.

Depends on what you're comfortable with. If you would really like to buy new, do that. If you want some buyer protection, Ebay. If you want the cheapest price and are confident that you can spot bad parts and avoid scams, craigslist or other classifieds. Might even be worth checking the classifieds here on tomhardware or r/hardwareswap.

S340 is a decent case to build in with plenty of room & cable management options

The x370 & b350 boards have rgb 5050 headers so a couple of cheap rgb lighting strips will do the job.

That x370 you listed has 2 x rgb header , the b350 only has one so you'd need a splitter for 2 strips on that.
