Trying to buy cheap streaming/video editing rig

Hello I am slowly scraping money together to buy myself a PC to stream/edit videos from my playstation in not trying to game on it really all too much I already have a asus gtx 970 strix graphics card I dont care about Intel or AMD I just want best bang for my buck in terms of video editing/streaming performance I am going to buy from the used market to save money to try and haggle my way for better parts that would maybe have been out of my budget I would like to spend about 300$ but I am willing to go up to 400 if it really makes a difference
