Trying to clean install windows but I always get Error Code 0x80070570

This is the exact message: " Windows could not install required files the file may be corrupt or missing Error code 0x80070570"


Here's what I have tried so far:

1)I canceled the installation after I got the message and tried to install again without rebooting (Does't work)

2) I changed IDE to AHCI (Did not work)

3) I bought new RAM stick (Still did not work)

4) I ran memtest and hard drive tests both of them were passed (I used HP diagnostics tool)

5) I tried Win10_x64_1803 error happens at 41% always (tried from both DVD and USB*)

6) I tried Win10_x64_1709 error happens at 20% always (Tried from DVD, I should note that I have used this exact same iso file before and it worked fine so files are not corrupt, I even checked md5 it's exactly what it should be)

Here's what I think might have caused the problem:

1) My antivirus deleted a virus from another flash drive (this USB was not mine and has not been used for anything) and it required a reboot so I think my antivirus (Bitdefender) could have messed something up but I am not sure

2)Prior to beginning install (my first try) I removed every partition, I just wanted to have more space on C:/ disk

Currently I am running a built in "Disk Sanitizer" and I am going to try to install Win10_x64_1803 from a new bootable USB (made by Windows Media Creation Tool) If this does not work I have no idea what to do :/

*At first I could not get my bootable USB to boot (I used rufus to make it, then I used some other tools but non of them made the USB boot) Then I changed something in BIOS and it did boot (some other boot options were present, weird...) and I tried to install from there but no luck same error occurred . Oh and I do not know why but this USB is still unrecognisable by 2 of my 3 TVs (only my smart TV can still recognise it) (UPDATE: This part seems to be totally unrelated)

UPDATE: The built in Disk Sanitizer did the trick! Right after it was finished I could enter the BIOS Setup instantly (it took unusually long to do this before the sanitization)

So here's a troubleshooting guide for Error Code 0x80070570, if one does not work advance to the next step:

1)After you get the error try to install again without rebooting
2)Take out one of your RAM sticks
3)Change IDE to AHCI or vice versa in BIOS settings
4)Run the "Disk Sanitizer" (I used the fast preset and it still took ~6 hours) which was built in my BIOS (security tab) / Disk Sanitizer basically wipes you HDD irreversibly.
5)Run Memory and HDD tests and see if they are really damaged
6)I read that someone fixed this issue by downgrading their BIOS so you could try to update or downgrade your BIOS

NOTE: *Even though Windows installed after I made a new bootable flash drive with Windows media creation tool I do not think this was solely responsible for the success.
 
Im not sure where you are at now with troubleshooting but here are some things I would Try Copy your Windows installation to your hard drive and run it from there. Disable Antivirus, Check your hard drive for errors.Perform a more detailed scan use the chkdsk command. Delete all files SoftwareDistribution directory. Connect your PC directory to your router using the Ethernet cable if its not already. In addition, be sure to disconnect all USB devices from your PC before starting the installation. This is not in any particular order


 


There was no OS on my PC as I said every partition was formated and then deleted, so I do not think any of these would have worked but thank you for trying to help me! I do not take this for granted!
