Question Trying to fix game fps drops / stuttering

I recently built a new pc that I was hoping would be able to run most games effectively. It has accomplished that in most games however it is struggling Call of Duty Warzone. Large fps drops from 120 to 10 when shooting etc... I've tracked it down to high cpu usage going up to 100% and high memory usage. I'm wanting to upgrade and wondering if I need to upgrade my cpu, or increase my RAM to 16gb, or both?

GPU: NVIDIA® GeForce® GTX 1660 SUPER
RAM: 8GB HyperX™ FURY DDR4 XMP
