Trying to format my Seagate hard drive on my Windows 7 Desktop

Hello,
I just bought a Seagate GoFlex 2T external hard drive USB storage divice from a friend, but I don't know how to format is on my Levovo Desktop that uses Windows 7. When I plugged it in, no sofrware popped up and when I went to my computer and clicked on the divice, it just said that the device was empty. Do I need to go on-line to get some free formatting software or what? Someone told me that Windows 7 had formatting software with it.
