Trying to install a 650 Ti BOOST

I'm replacing a Radeon HD4600 with a Geforce gtx 650 Ti BOOST. I uninstalled the driver, turned off computer, removed the 4600, inserted the 650 into the PCI and hooked it up to the PSU, tried turning the computer on and it got to the windows logo but wont actually load windows. I tried putting the 4600 back in and it loads up fine. WTF? Is this because I'm switching from AMD to Nvidia?
 
I have seen this happen before on a 660 Ti on a Dell tower someone bought from like Best Buy. If you get as far as the Windows boot screen but never loads windows, reboot and go into safe mode. In there, go to the device manager and set the display adapter to the default driver. If you don't see it you could also just remove the existing adapter and reboot and that reloads the default driver and allow you to go into windows and install the Nvidia driver.

In my case this along with reflashing the bios did not work but I figured it was the card since the card I was helping with was an open box and not a new card.
 
yes, i now beleive that its due to the fact that i am switching from amd to nvidia. People are sayign that you need to completely reformat or completely clean out all traces of AMD drivers from everything. This is easier said than done and i have zero experience. I am trying to find a 3rd party software like drivercleaner but it doesnt support windows 8. any tips?
