Question Trying to Install Windows 10 to NvME on Inspiron 5675

So I have an inspiron that I've upgraded over time. I've tried and failed to clone my main drive to this NvME. (WD Blue 500gb) I've so far only tried WD's cloning software. But after two or three failures I decided to boot to a CD install of windows. I run into more problems when I try to find that CD drive from the bios. Windows wont even let me boot from it. I've tried changing the sata port for the CD drive and it still doesn't show up, only when I'm already in windows does it show up. I can't figure out how to get windows onto this drive and it's really frustrating. Can someone help me?

After trying a few things and looking through some old Dell forums I've found that by mashing the f12 key after startup brings you to the boot menu, but once I get my windows install disk going it doesn't allow me to write to the disk.
