trying to overclock

I cant seem to get my cpu to stay at 4.4 all the time.I figure the turbo mode is a stock feature so having it be at 4.4 all the time would be just fine. All my info is in my signature. I would consider myself an intermediate overclocker but im new to intel chips as all my overclocks have been on amd mostly deneb cores which are easy.

Turn of Turbo mode and Hyper Threading. if OC is successful, then turn on Hyperthreading again.
