Trying to reformat wacked-out PC, can't

Here's my old problem:

After giving up and letting my computer sit around for a while, I got around to getting a Windows 7 Installation CD. (Question: are these universal? The version I had initially was bought in Japan, this one wasn't.)

Firstly, I put the ISO onto a USB. I booted up the computer and loaded from USB. Windows loaded the files alright and I was brought to the start page where I could choose to install or repair. I tried install, selecting English and USA for everything. After getting to the "Setup is starting..." flash screen... that was it. It doesn't move. I tried it a few more times, letting it sit on that page for 20 minutes without any progress.
I tried to Repair Windows, which also didn't move, just stays at the blue splash screen with nothing there.
I looked up some guides that suggested I reset my BIOS settings to default and use shift+f10 to open the cmd box from the start screen. I type DISKPART after X:\Sources> and it says:
Microsoft DiskPart version 6.1.7600
[copyright]
On computer: MINWINPC
The DISKPART> never loads. I've tried this many times as well.

At no point does the mouse become unresponsive.

Do I need to buy some new parts?
 



i was under the impression that i was already attempting to partition the drive. i was following this guide:

i got to step 6 and then the situation above halted my efforts.

i've reformatted my computers before, about once every 3 years or so, so i'm somewhat familiar with the process but it's been a while. usually the computer is messed up, thus the reason for the reformat, but never to this degree.

i have a laptop for casual usage that i'm on now, i'll read up some more and see if i can find other methods of reformatting that i might be able to attempt.
