Trying to Start New

So I just built a new computer and have my old HDD in it. I just purchased a SSD samsung 850 Pro. I want to start fresh and with windows 7 because I hate windows 10. I originally unattached my old HDD since I don't want to use it, the SSD is recognized but the Windows 7 disk it will not run. I partitioned the SSD and followed so many links on this site to try and get it working but I always get the same "Reboot and Select proper boot device" error. I even had both hard drives active, installed the windows 7 cd onto the SSD, rebooted the system, it lets me choose between starting Windows 7 or 10... So I assumed it worked, I unplugged my HDD, and the error popped up again. I'm not sure what else to do, I dont want to use my HDD at all. Any help would be appreciated thanks.
