Trying to understand PSUs

This is just an example to understand.
Gigabyte R9 GPUs require a 600W PSU. That means that I should get a minimum of 600W. Should I get slightly more to compensate for the power the rest of the components will need. if so how much more.
 
There's more to this than I can say, but if it says that and you have a standard processor and nothing fancy going on (lighting, crazy cooling, etc), the 600W minimum is made considering all other hardware AND the high random energy peaks through usage. Should be completely fine. Just make sure you get a quality PSU from a good brand either way.

Looking into. SeaSonic M12II 620 Bronze. I'm going to get either an MSI GTX 9 sreies or Gigabyte R9 GPU.
