Question Trying to upgrade my laptop to another one. (TLDR at the end)

Hi,

I'm a university student in a game design course, and because of that I currently have a laptop. Since I'm not here to give my life story, but to instead ask a few questions regarding upgrading, so being quick and to the point. I need a good laptop to be able to program in 3d software and still be able to game.

I currently own a omen 17' laptop with a GTX1070 and an i7 6700HQ (this cpu is the problem) and I was going to upgrade to another omen laptop with an RTX2070 and an i7 8750H. Going to sell my current one for 1100€/1200€, the new one being 1900€ so the upgrade would be 800/700€.

My only problem would be that from some research I did, aparently the RTX2080 MAX-Q's clock speeds can be dialed up and down depending on the laptop. Meaning that benchmarks from one laptop can be really different to another. So it made me wonder if the RTX2070 MAX-Q would be the same.

Another possibility was to actually build a MINI ITX build for 1600€ and spend the 400€ on a laptop for school.
So for 400€ are you able to find a good laptop that is able to run game engines like Unity and Maya?

TLDR:
Selling my Omen 17' GTX1070 i7 6700HQ to buy a Omen 15' RTX2070 i7 8750H.
Need a pc to run unity and Maya 3D well.
Should I instead build that MINI ITX desktop for a bit of mobility (Dunno it if fits in my sports bag because I travel to between houses every week) for 1600€ and buy a 400€ to use unity and maya 3d?
