Trying to use alt+tab with pinnacle or xpadder

I have a question about using "Pinnacle Game Profiler" or "Xpadder" these programs allow you to use an xbox 360 controller or other controllers with windows. I watch movies on my PC so I have my xbox controller acting as a remote for my computer to change movies on netflix or hulu, etc. the problem is for some reason when I set up "Alt+Tab" as a hotkey with either one it doesn't do anything, doing that used to work on windows 7 now I have windows 8.1 and I get nothing. My question is, is there any way to fix this problem? Something has changed between windows 7 and windows 8.1 to make it not work, all the other buttons work fine. Here is how I have it set up

I have tried in both admin and non admin, I have also tried in all versions of compatibility mode.
