Question Trying to use eternal gpu in my desktop

I had a AORUS RTX 4090 GAMING BOX.
I took it out of the box and put longer tube's on it and new cooling fluid, but now when I turn on my desktop it will come on for about a min then the screen will go black.
I had a 3080ti in it before. So I went into safe mode and used ddu to uninstall firmware. Then put it back in and same thing. Does anyone have any ideas of what could be going wrong? Could it be a thermal thing? The fans on the radiator are going.. could the pump be bad?

power supply in the enclosure ?

4090 needs like 450w of power or more depending model

3080 ti is like a 350w card depending on model.
 
I have a 1300w power supply. It even has its own 600w plug so I do not have to use 4 into 1. But i have tried both and still same result
