I have many problems with TS clients not being able to connect to TS 2000
because of licenses.

We have 7 licenses, but the clients (only 3) connect from different
computers.

TS seems to give a different license to each computer, and now only 2 people
can connect.

the licenses are per device.

1. How can I release unused licenses
2. Should I change it on "per user"?
3. How?

1. You can't release unused licenses
Note that inactive licenses will expire after 52-89 days and wil
be returned to the Licensing Server. In the meantime, a client
device will receive a temporary license, which last for 90 days.
So if you run out of licenses, you have connected with more
clients than you have licenses.

2. You can't change to Per User licenses, since W2K doesn't
support these. You need 2003 for Per User licenses.

3. You *must* have a valid TS CAL for every device that connects.
If you use more devices than you have licenses, you get the
situation that you describe. The only solution is to buy more
licenses.
