Question What does TSC Thread Offset do ?

I have a Ryzen 9800X3D and its great, but I'm experiencing some frame drops in a one particular game, Dark Souls 3. My previous Ryzen 7800X3D didn't get these frame drops. I ran HWinfo and took a report on both chips and found that the 9800X3D has a feature called "TSC_Thread_Offset". The 7800X3D doesn't have this in its ISA. Does anyone know what TSC Thread Offset does? information online on it seems very limited. Thank you
