Not sure how important customer proximity is for chips, I'd guess that manpower could be more of an issue, UAE isn't exactly the most attractive place to work, unless you happen to be one of those rare citizens.
And then there is the giant need for fresh water in fabs, not sure how much desalination would add to the bill.
While (sea) shipping could be a problem all around UAE, I guess half-baked chips fly easily enough.
The UAE itself might be a significant customer, given G42 and similar initiatives. But will that be enough for critical mass?
What I find most fascinating and impossible to predict is how tariffs and culture wars will play out: UAE is really among the most feudal societies on the planet and much closer to emperor Xi than what's left of democracy.
