[SOLVED] Tuf Gaming X570 Plus Wifi wont run 4.0 PCI-e M.2 speeds

My New Samsung 980 Pro m.2 only sees 3.0 speed even if I set the m.2 port to 4.0 in the Bios.

Specs:

-Tuf Gaming X570 Plus Wifi (Bios Version 4021 yes its the Wifi edition Bios)
-AMD Ryzen 5 5600x
-Samsung SSD 970 EVO 250gb M.2 (PCIE 3.0)
-Samsung SSD 980 PRO 1tb M.2 (PCIE 4.0) (Only being seen at 3.0) MZ-V8P1T0B/AM
-RTX 2060 SUPER VENTUS GP OC
-32gb Ram (2 sticks) F4-3600C16D-32GTZNC (In DIMM B2 and DIMM A2)
-Power supply is gold rated 650w can't get to it at the moment but recently purchased.

I had another 4.0 drive previously and I knew it was running at the rated speeds because my read and write were as specified. 5000 Read and 4400 Write on XPG GAMMIX S50 1Tb on crystal disk info. I'm not sure what the issue is but I also tested and confirmed the BIOS is set to have the slot set to Gen4. I actually set Gen4 on both M.2 slots to test in either port and no good. I also tested with only 1 slot set on either slot and the other auto. No matter what I do it shows 3.0 on crystal disk info and Samsung magician. I confirmed it's the 4.0 drive as well and the Samsung magician keeps telling me to put the drive in a 4.0 supported slot to run at optimal speed. I've tried just about everything I can think of. Is there a way to test the drive or ports specifically or a know issue? There are no Sata drives installed either just fyi.
