Question TUF x570 Mobo, R5/3600. Single click from PSU / no power to CPU

Building a new PC. I received all the parts the other day and decided to start building today. I got everything put in my case with no issues. I plugged it in and the RGB lights on the Mobo started glowing and everything was looking normal. Then when I pushed the power button all I heard was a single click from the power supply and no action from the fans or the Mobo. The RGB lights stay on but no action at all. I checked around and made sure that all the connectors were connected and there wasn't anything loose. Still just a single click and nothing.

After trying some easy fixes I figured this was a bigger issue. Thinking it may be a dodgy PSU, I swapped it out with another that I know works and still just a single click. I then started eliminating the extras and then trying. I started with the HD's first. Then I took out the video card and used onboard graphics. I tried with only one stick of ram. Finally I took everything out of the case and was down to PSU, MOBO, CPU, Stock heatsink, and no memory. It was all just just sitting on my desk out of the case and still nothing. I didn't even get the long beep for a memory error, just a single click form the PSU.

The last thing I did was disconnect the 8pin CPU power and just left the 24pin and tried it again. This time the fan on the cpu started spinning but the PSU fan was not. With trying all of these things I think I have narrowed it down to the CPU or the Mobo. The problem is I don't have another CPU to test the Mobo, and I don't have another Mobo to test the CPU.

Is there any advice that you guys can give me as I've exhausted all of my fixes. I have built many computers in the past and have never not had a board post with just the bare essentials to at least get a beep. I think I have a DOA Mobo.

Welcome to the forums, newcomer!

Which two slots are populating on the motherboard with those rams sticks? You might want to see if one stick does the same. Breadboard and use only the essentials(no RGB or anything that isn't necessary for booting up) and see if the issue persists.

What was the known working, donor PSU's make and model and age? Out of curiosity, why did you get a 1200W PSU? How old is the unit and the model for said unit? Your platform does not have an onboard GPU(or an APU) so the onboard is moot.
 
I had the memory in the A2 and B2 slots, then i tried only the A2. This is the configuration the manual recommends. I did the breadboard test as I stated above with only the bare essentials. The board has integrated RGB so I'm unable to disconnect that. I also tested it with a 1050Ti from another computer. Nothing changes, still just a click and dead.

I bought a 1200w PSU because I plan to add a second RX5700 in a couple of weeks. I also tested it with a 750w PSU both are brand new. Same click sound.

I found this thread with a guy experiencing the same issue with a Asus x570, it ended up being a DOA Mobo.
