Question Turbo-Boost does not work while gaming

Hello everyone so i've had this system for a while now except the GPU and SSD i upgraded them lately (look down below). So i've been checking my CPU usage and speed in task manager and i see when i search my computer, open apps or browse the internet i see my CPU speed go from 2.8ghz to 3.21ghz (it's not everytime 3.21ghz when it turbo-boosts sometimes it will go 2.98, 3.12ghz...) at some points (it's the turbo-boost). When i play games my CPU speed stays at 2.8ghz it does not turbo-boost for some reason. I check the speed and usage with MSI Afterburner. Maybe it's a setting in MSI Afterburner? i don' know. Ofc turbo-boost is enabled in BIOS but why it doesn't turbo-boost while gaming?. Sorry for my bad English, English is not my mother tongue.

System specs:
Motherboard: Gigabyte GA-P55M-UD2
CPU: Intel I5-750 2.80ghz
GPU: Gigabyte GTX 1050 TI Windforce 4gb
SSD: Samsung SSD 860 EVO 500GB
RAM: Corsair 12gb 1333mhz
 
several factors determine when and if turbo boost is active. boost needs to shutter unused cores to increase active cores. if there are no cores to shutter, if the temperature is too high, if the power consumption it too high, then turbo boost does not activate.
I think the games and windows are using everything the CPU has, all cores. if all cores are active at stock speed, turbo is off.
if doing something simple, turbo will kick on to finish as fast as possible.

Assuming you want to see at least one core at boost at all times, that may not be possible under heavy loads which can utilize all cores...

Even today's 8 core CPUs have a max boost with 1-2 cores, and, typically stepping down clock speeds in 100 MHz increments as 1-2 more cores become heavily tasked....

Probably the best you can do as make sure the Windows power plan is at least in Balanced Mode, and, not make things worse with attempted 'fixes' core parking, disabling of steep step/turbo, etc.... (I see little advantage over Performance mode, as even Balanced runs the CPU at as high a clock speed as possible under a commensurate load...

a little bit of googling showed quite a few folks in the past successfully overclocking i5-750s on appropriate mainboards and with adequate cooling...
 
First gen i5 and i7 CPUs only had "single core" turbos and if more than 1 CPU was heavily hammered, it would go back to base clocks immediately.

What you need to check is how many programs are hitting the CPU while you game. As it's a first gen i5, that comes with 4 cores and most games nowadays tax more than 2 cores consistently, making your i5 go back to base clocks, most probably.

I know what you mean. That's my base clock 2.8ghz i know the base base is 2.67ghz but i changed the core mulitplier (i think it's called like that) to 21 originally it was 20. When i game i have all my apps closed nothing is running in the background expect the background processes

First time post here! I had the same problem as of this morning. I have been troubleshooting all day on my new laptop. MSI GL63 8SE. I looked in my task manager and saw that my cpu clock speed always stayed at that speed; regardless of what I was doing. I went into the bios and changed a lot of settings, but did not work. WHat I did next was update my Windows 10 tot he new version of windows; VER 1903, and determined that my clock speed went from 2.2GH to 3.91 GH. Win10 ver 1903 was not showing up in my check for updates tab, so I downloaded Win1dows 10 Update Assistant through microsft and that did the trick. Let me know if it still doesn't work for you. I have already windows 1903 for almost 2 months now. I think it's what mdd1963 and Yuka said. Thank you for helping out though
