Question Turbo Boost not getting to max

Hey guys. I got an intel core i5-4590s, with a base clock of 3.0 ghz and a turbo of 3.7. The problem is, whenever i'm playing games or the CPU is under load, it immediately switches to 3.29 ghz. But when idle, or doing simple processes, the CPU goes up to 3.6 sometimes. This is strange, since it is supposed to turbo more when it's under load. Anyone know what I can do to squeeze some extra performance out of this old chip? Or how to get it's turbo boost running better? I have a noctua nh-d15 (way better cooler than the stock intel one I have now.) on it's way from amazon. Would that help?
