Turbo boost question with i7-8700

I am still a little fuzzy on the Turbo Boost vs Overclock, but I think Overclocking is intentionally upping the voltage to squeeze more clock cycles/performance out of the machine on a consistent basis, where Turbo is an as-needed boost by the CPU if it has the cores/temperature to do it safely. Close-ish?

My question: What do I have to do in my setup to activate Turbo Boost, or is it automatic? How would I know if it is working or not?

My setup:
i7-8700
Asus z370-Plus Gaming board
16GB DDR4-2666
650W EVGA PSU
SSD's and HDDs for storage

There is a setting in BIOS to enable or disable turbo boost, however it should be set to boost by default.

Install hardware monitoring software or task manager to see turbo boost while under load in windows.

This will give you a much better idea of what is happening with your system than task manager, https://www.hwinfo.com/download.php
