[SOLVED] TURBO BOOST vs Overclock

I am planning to get an i5-9400f which has 2.7ghz base frequency with a 4.1 turbo frequency. Does this mean I have to overclock it to 4.1ghz or does it just go up to 4.1ghz?

1/2 core will go up to 4.1 on limited time/temp/power
