Turbo-mode problems, Intel Core i7-860

Hi, A month ago, I bought this new CPU (Intel Core i7-860 2.80Ghz, turbo 3.46Ghz) and I noticed that with Bios enabled TurboMode it only reaches 2.91 Ghz. For a month I'm trying to figure out the problem, and eventually I decided to ask for help.
In CPU-Z says {Multiplier | 9 - 26} but it does not go over 22. and remains stuck at 2.91Ghz

THat's exactly what it's supposed to do.

That 3.46 GHz is for a single core.

So 2.91 GHz is normal on all cores.
