Turn LED monitor into a TV without using computer

Can I turn my LED monitor which is Samsung SA100 into a TV? I have no idea if the device that you linked to is of any use. In general yes, what you need is a tv tuner with an output that is compatible with one or more of the inputs to your monitor. Note that unless your monitor supports a connectivity option that includes content-protected video, and has speakers, you will only get an image and not sound.
