That would be the ASUS lighting. You will need to use ASUS software for that. I would try ASUS GPU Tweak https://www.asus.com/us/site/graphics-cards/gpu-tweak-ii/

have it. It only makes it possible to turn lighting off - not to turn lighting off upon system shutdown and turn them back on upon system startup- automatically

Then that sounds like motherboard settings. Check motherboard BIOS, what motherboard do you have?
