Turn Off or Remove Pop-Up Blocker

i have an aspire 4250-bz637 laptop and i can't find an option to turn off the pop up blocker. can you please help me.

In Internet explorer it's under Tools about half way down. If you don't see Tools on the Menu bar you can right click anywhere at the top of Internet Explorer and then click Menu Bar and add it. You can also get there with the icon on the far right under the red X. It looks like a gear. Click that then Internet options then Privacy.
