Turning off Vsync makes games look choppy.

Use adaptive/fast sync if Nvidia or try Vsync on but cap games to a couple frames less than the monitor's refresh if you're annoyed by input lag. Some games allow commands if not then try an fps cap program like Msi Afterburner.

Yeah. If your capping it at 60 FPS, for example, and it keeps dropping below that, then that's what is happening. You could either turn it on, lower the detail settings to keep the FPS consistently at the limit or lower the limit. If you are casual gaming, just keep it on. If you are into those esport first person shooters that require precision over eye candy, lower the detail.
 
If you need to buy an Displayport cable just check (Cables packaged with monitors are usually certified) that the cable is HBA2 (High Bit rate 2) Vesa certified if possible. There are Displayport cables that aren't made for extreme bandwidths required for 144Hz.
