Hi, I have this old FRU PN 02R4084 IBM motherboard, but I don't have switch to turn it on.
Does anybody know how to turn it on without using a switch?

On upper right...there's a spot marked "F_Panel". Are there pins attached?

I'm not sure that switch would help....but I'd say jumping the PSU green wire to a black one would work if the wires are colored. If all black you'll have to count pins or follow a guide with pictures.

You can insert the jumper through the back of the connector body just the same as the front to turn it on when it's attached. Once it's on remove the jumper.

Be wary, though, as that...

Be wary, though, as that board may not follow ATX standards completely.

Solution
Find the front panel header.
It will look something like one of these:

Orient to the open space in the header.
Use a flat bladed screwdriver to momentarily short the two PWR buttons.
Do not worry if you get it wrong.
Nothing bad will happen.

If you will do this frequently, once you have identified the pins, buy a switch like this which can also connect the led switches:
