Turning on PC without CPU power plugged in

So with my first build a little bit ago, I got everything assembled and tried to turn it on for the first time. I pressed the power button, and the fans and everything powered on for about a second, then turned off. I then realized the CPU power cable wasn't plugged in all the way. That was the problem. But, I also recently read that you can power the PC, but it won't make it to POST. Mine just powered for 1 second and then turned off. Do different motherboards do this? Also, can it cause damage to turn the PC on without the CPU power in any way?

This question is more of a curiosity, really
 
No , wont damage but there should be no loose connection - could cause a short circuit. Better be careful.
And as everything needs to pass through the cpu , the system would get powered but you wouldnt be able to use it.( no display and all)
 

So you're saying it should have fully powered (not POST)? Because mine powered for 1 second and shut off. I know I'm being paranoid, but is this a problem?
