I recently learned about power surges, and I noticed that whenever I turn on my brother later printer that the lights in my room dim a little bit and goes back to normal.I have my Pc plugged into the same outlet as the printer but my Pc seems to run fine when I turn on the printer, could the turning on of the printer damage my Pc?

No those are two independent machines. The only way your printer could damage your PC is if it's drawing an electrical charge from it, but even a battery operated printer wouldn't. And that's very rare that it would.

But when I turn on my lazer printer, the lights in my room dim, isn’t that a power surge?
