Turning on the PC, lights on then off then the PC will boot

Recently, when i turn my pc, the lights will turn on and fans spin for about 1 sec, then it will turn off again. Then after 2 secs, the system boots normally, no error sign what so ever. Is this normal? Before i was not experiencing this. When i turn the pc, lights on, fans turn and boots up normally. But now there is that turn on, then off, then automatically on.

Here are my specs

PSU Cougar 600W
GTX 970 Galax Exoc Black
i5 4460
8 GB single hyperx Fury
MSI H97M mobo.

No sudden shutdown happened. Just suddenly when i opened it, it happened. Also, i noticed that one time when i shut it down, the PC took like 2 mins to shutdown. 10 secs for the monitor to shutdown but the lights and fans wont turn off for about 2 mins. Maybe its related, i dont know. Should i worry about anything? Thnx!!

Also looked into the bios? Error might happen there.
Maybe reset it to optimal default values.
