Can the same TV model be produced with reduced features. I have noticed a price fluctuation of about $477 for the same model – namely LG 65UN7400.

Different 'features' would be a different model.

Price difference might be specific retailer conditions.
Or maybe even a typo.

Where are you seeing this price diff....between which two retailers.

No idea of the Egyptian marketplace, or those partucal sites.

If it were me, I'd look for a 3rd listing. Maybe one of the two you have are semi-bogus.
