TV not turning on; making high-pitched sounds

Hey, I have have two Philips 19" HDTVs that I use for my desktop. Both of them are refusing to turn on, and make high-pitched sounds when plugged in and unplugged

Pretty common problem with TVs/monitors is the power supply capacitors. If you unplug the monitor and are able to open one up, look at the capacitors on the printed circuit board(pcb). If the tops are bulged - they will need to be replaced. Here is what they look like for example: http://www.digikey.ca/product-detail/en/EEA-GA1C220B/P15790TB-ND/2513292. If you find bad ones I can help you pick out replacements. I'm an electronic tech with 30 years experience.

I took it apart, and the noise seems to be coming from the transformer (model number ltt2pc0xb044)

The noise may be coming from there but it usually is caused because of defective capacitors. I fixed a friend`s plasma tv - 330uF capacitors measured between 10-30uF and had the tops of them bulging. Cost for the parts was under $10.

It's possible it's the 270UF 200W capacitor, but the top isn't visibly bulging, so I wasn't sure.

If there is no visible signs the only real way to test is remove & test with a capacitance meter. Are there any other caps that look bad. Just because they are not close to the transformer does not rule them out.

Nope, they all look fine. I don't have a capacitor tester, but I think a friend of mine might, so I'll talk to him.
