TV will not display at 60 hertz after new Windows version

Clean install of Windows 10 and up to date video drivers from Nvidia. Computer works fine and the TV( LG OLED55C6P) that i'm using as a display will output at 3840X2160 at 60hz. After updating the O.S. to build 15063.rs2 170317-1834 of Windows 10 and rebooting, I get a black screen(no video) and I have to boot into Safemode to get video back. I discovered that if I change the refresh rate to 30 hertz I get video back at 3840X2160 resolution. I've done 3 re-installs of Windows 10 and it always gives me the black screen after the above listed windows update build. This computer has been running fine at the 60 hertz refresh rate for more than a year but with the new windows update it will not give me 60 hertz. I do get 1080P at 60 hertz along with a few other resolutions at that refresh rate.
The Video card is a less than stellar GT 710 (HTPC, don't play games on this computer)
 


I don't think there are PC drivers for this TV. There's software/firmware for the TV itself( using the latest software)
