Should latency be considered if I don't OC, or just mildly OC-ing?
I was thinking of getting either Corsair TWIN2X1024A-6400 or TWIN2X1024A-6400C4.

If the difference isn't really noticable, I'd prefer the cheaper one.

There's not much of a difference; maybe a microseconds decrease in load up times with lower latencies.

Lower latencies at the same voltage generally mean better overclocking capabilities as you can loosen the timings to maintain a higher and faster RAM frequency.

In short, if you are not overclocking or even mildly overclocking, the less expensive RAM is fine.
