I have a gtx 1070 and a i7 6700k, and would first off like to know if that is more then enough to run 720p 60 fps stream while playing a game like monster hunter or something else thats new on just one PC? seems like the general answer is most certainly and people stream with far worse and do well but i am worried about strain on my PC any tips to keep it cooler then just the cooler master hyper evo i have now? And also At2020 xlr is the mic i am thinking of using for starters anyone that can recommend the at2020 over the yeti? Does one outshine the other in certain areas? Tips and suggestions?

For now, do the 1 PC setup. It is a good starting point and the stream will look decent with those specs.
That should be enough, yes. Hyper Evo is a decent cooler, but I am pretty sure it is not enough if you are going to stream. A Noctua D15 is a good air cooler or a good AIO would be the H100i V2.

AT2020 is a good mic. From my experience, the Yeti and 2020 give mostly the same quality.

That AIO better that the nzxt kraken? So do people do a 2 pc setup because they got enough donations to run it? Because why would you if one pc could be more than enough? Just to take the load off their main cpu?

NZXT Kraken is a good AIO but has HORRIBLE software to control it.

People do 2 PC because they are:
a) Rich
b) receiving quite a lot of donations
c) streaming as a full-time job
d) sponsored.

They also do 2 PC setups as that reduces the load on the PC, giving higher frame rates in the game. Having two PC's, with the right specs, can also give higher resolution at which streams take place.

Your system will stream, definitely. But there will be frequent drops and it will hit 60 FPS not all the time. My drum instructor runs the same setup but with a 1080 and he hits 80 FPS but there are drops. So, that is a guess for your PC.

So do i just build a second PC? Or what should i do obviously i want the most professional stream i can get but i guess what i am wanting to know i guess is if my stream will look decent even though i am not running a second pc right away everybody has to start somewhere and i see a fair amou t of people with 1 pc setups and they look fantastic
