[SOLVED] Twitch streaming Valorant laggy on older core i5 and 8 GB RAM

Previous problem: Twitch streaming Valorant was resulting in extremely lagging stream; almost a slide show.

Cause: 100% CPU utilization, but was solved by (1) lowering game FPS from 144 to 60, to match monitor's maximum refresh, and (2) lowering Streamlabs OBS encoding from / 720p 60 FPS / 6,000 kbps, to / 720p 30 FPS / 3,000 kbps. Resulting CPU utilization went from 100% to ~70%.

Question: I proposed to the streamer that they run CPU-Z to find exact model of installed RAM kit, and then purchase a matching 8GB DDR3 RAM kit, totally 16. Or should they add 16GB kit, not necessarily a matching brand, and bring total system RAM up to 24 GB? I'm open to any other suggestions.

Update: Just ordered a used Intel Xeon E3-1241V3 off Ebay, as a replacement for the core i5-4690. I estimate that the replacement hyperthreaded chip should increase performance by approximately 50%. With that added performance, I'll recommend that they increase twitch obs settings as following:

TO ...... 720p @60 FPS / 6,000 kbps bitrate

I might update BIOS only up to 3rd from the most recent (Version 25012015/08/17), as the latest BIOS notes state "2. Improve system security and stability", which I believe...
