Two (2x2GB pack) = 8GB, 1 bad dimm

I put my new system together and turned it on. The system would not post. I tried the 4 dimms one by one and found one of them doesn't boot. Does this mean that dimm is bad for sure? Or is there something else I can try with it. If I were to return this, would I send both dimms that the bad one came in?

call the company and find out, doesn't cost you anything but time. It will vary by company. If you call manufacturer, they may only want the 1 dimm, if you return it to where you bought it, they take the whole package.

Full specs would help.

If you are on a mobo with an intel chipset than the ram voltage defaults to 1.8v. It is possible that that stick just doesn't like such low voltage and you may have to increase the ram voltage to get it to boot.

I have a pair of G.Skill HZ that require 2.2v to boot. After they get that voltage I can OC them past 1200mhz. Most of the micron stuff is this way. It may not qualify with specification but it works great for OCing.
