If these are builds you currently own, and you don't have money to spend on a higher threaded Skylake (i.e., and i7 with more than 4 cores usually for streaming/video processing and/or editing an 8 or 10 thread Intel CPU works ideally, with anything over that being overkill), then I would recommend still going with the Skylake build (but in the opposite case as it would promote healthier air flow) due to the fact that you have 32GB of RAM vs. the other system that has only 8GB. Although there certainly is some difference between the two processors, the advances of the Skylake architecture make it a more effective CPU (even though the base frequency is much lower). If you were to benchmark two similar (not same) CPUs such as the 4790k...
Ecky is correct in saying that the 4790k would be better for now, but it has no upgrade path. I would buy the i5 6600k (instead of the non k version) to get some extra performance from overclocking and have the option to later on upgrade to the 6700k. Also, I would buy a gtx 1060 6gb instead of the 970. The 1060 is about the same price and offers better performance.

If you were to benchmark two similar (not same) CPUs such as the 4790k and the 6700k they are quite similar in performance. and as the other two have said, would give you the possibility to upgrade later (although in another year or so the architecture will change yet again -Thank you Intel-) So the conclusion I suppose you can draw from this is that the two builds are comparable. Although the 32GB is certainly going to increase streaming performance.
