I'm not able to use DDNS.net service due to two different IP address, On Router WAN port its showing 172.16.XX.XXX and on whatismyip.com its showing different like 182.XX.XX.XXX, please help me how get the setting done of ddns.net to get the access my DVR publicly?

Solution

The 172.16.x.x is a private IP address. Your router must have a public IP address for DDNS to work. Do you have another router attached to the WAN port of the subject router?

If not, there is another layer of NAT being used, possibly by your ISP. You'll need to contact them to find if you can be assigned a public IP address that can by used for DDNS.
