[SOLVED] Two exact same GPU cards but major difference in GPU Clock ?

I bought two Palit 3080 Ti GamingPro cards from the same store.
The first one gave me good performance @60% tdp I get upto 1330mhz gpu clock(and it looks like it auto just in gpu-z), 1327.7mhz memory clock
the second one @60% tdp I get 450mhz ~ 550mhz(this one doesn't auto adjust it is just flat all the way), 1327.7mhz memory clock.
I tried msi afterburner to change each settings but setting the 3080ti affects both cards ( Is there a way to set oc for each 3080ti in afterburner? )
I am literally lost right now because clearly I am missing some very important settings here... there is no way two exact same gpu have this huge amount of difference.

are you running both the same time?
what your full system spec? include brand and model of the psu

Hi, I managed to solve this. Apparently it has something to do with silicon lottery thingy. I managed to make them mine at the same hashrate by upping my 2nd gpu's tdp by 3~5%
