well like whats good and bad about both cards i mean its completely different cooling system

One has a reference cooler. It won't run as cool and as fast as the custom cooler one.

But there won't be much difference. They are both gtx980Tis.

Take the one with the custom cooler for 10$ more. They are basically the same cards, however custom coolers are better at 95% of the time.

Two fans should be quieter than one fan, because the one fan has to work that much harder. I would pick the two fan model.
