Two identical GPUs not running properly

I have two Sapphire Tri-x OC R9 290x's in my PC. Identical cards both running on x16 slots. However the second slot card is only showing a 32bit bus width in GPU-Z while the main card shows 512bit. The cards are both recognized as existing by both GPU-Z and Catalyst, but the second card does not display any diagnostics in Catalyst.

Any idea why the second card is not running properly or being restricted?

32Gb GSkill 1333mhz
Gigabyte 990FXA-UD3
Rosewill 1000w

Maybe there is no load so the 2nd card isn't being used. I assume crossfire is enabled in the control panel.

In the 2nd screen shot, it says ULPS active, which is ultra low power state. Maybe it's being downgraded in a low power state, I dunno.

Just noticed that, thank you. Must have been the new 15.7 drivers. Never had the problem until now. Just regedited it and now it seems they're running. thanks.
