So this seems like a really interesting research question. I have two desktop PCs that are using cat5e hardwire to an Xfinity XB6 gateway with 500Mbps service. Both have the same gigabit network adapter, and both are running Windows 10. Trouble is PC 1 is speed testing at 600 Mbps, and PC 2 is testing at 250 Mbps. PC 1 is a much more powerful machine in terms in CPU and RAM, but PC 2 is an HP that is no slouch. In addition, over wireless, the speed test for three other computers on the same gateway are 570Mbps (MacBook Pro), 516Mbps (MacBook Air), and 250Mbps (Dell Inspiron). Same gateway, same network, much different results. Seems like maybe a settings thing, but I haven't found it. Or maybe I just don't understand.

Solution
I have a similar service (500/50) and my slower systems do test slower. But if you can't get it to transfer above 250Mbps using iperf between two computers, something is wrong.
I had a similar issue. I found that my son had turned on the metered connection settings on his Dell capped off at 250. and my Desktop which is also connected via WiFi gets 500. Just something to check.
