Two problems; really need help. (Cpu temps & SSD usage)

Problem one; Have to turn PC on and off on boot-up until I can get past / solve cpu fan and cpu temp errors. It can take up to 30 minutes of turning off and on, but eventually my PC will boot-up and be fine, while also staying at around 47c according to HWmonitor the entire time it remains on, even while gaming.

When I get the error, my bios will show my CPU fan speed as N/A even though it's spinning, the bios will also show my CPU temp at 97c. I've cleaned all my fans out, there's no dust issues.

I suspect my cpu cooling system is dying. I don't know why else it would eventually solve itself on bootup.

Running an I7 5820K on an Asus x-99S. XMP disabled, not OC'd and the cooling is mid-range Cooler Master water cooling, 2 years old (I dont recall the exact model).

Problem two. Task manager shows my SSD usage at 100% regardless of what is running. It's a Samsung 840 EVO. Samsung Magician bench marking claims the SSD is in good health. PC will randomly slow down. After a complete fresh install of my digital windows 10 license Steam will not download games, though it was fine before I did that. They download at max speed for about three seconds, then it stops and resumes intermittently at very slow speeds. I feel like the SSD usage is what's causing it.

I think my SSD is dead/dying, but I'm not sure. I've disabled the usual windows processes as per recommendations, windows defender is off. Steam download issues are *not* Anti-virus related (I removed Avast and then used the clean up to be sure) I've also got up to date SSD firmware.

Yeah according to EZ update there are no updates, but I don't trust it as I've never updated the bios on my x-99s The SSD usage is long term, I noticed quite a while back. However I checked that link and

"right click start button
choose command prompt (admin)
type sc stop DiagTrack and press enter
type sc delete DiagTrack and press enter"

This part alone fixed my SSD problem. I checked task scheduler none of those things were in the list to begin with
