I can't find a semi-good answer by googling so I thought maybe someone here will know.

What setting on an operating system will allow the operating system to access content on another network?

How many identical IP addresses can exist on a single network?

Thank you.

Solution
Ok. I don't understand exactly what network setup you are talking about.
But to answer the first question, the router is what allows two networks to communicate between each other.
The answer to the second question is no, cannot have identical ip addresses on a single network.

You didn't really include enough information to give good answers, but I'll give it a shot.

1) Possibly the default router/default gateway setting - it is what tells the system where to send network traffic bound for sites off the local network.

2) 1 IP address on a network.

These questions aren't for a class are they?
