Two questions real fast, One about direct x, and one about slow

i got a amd fx 6300 4gb gtx 960 windows 10 8gb ddr3

When i go in file explorer and click downloads it says working on it and takes a few min, Why is that?

I just installed the 960 ssc i have direct x 12 is that the best one or should i update,
I had the file explorer issue before new card.

File explorer, you probably have a mechanical hard drive that is shutting off to conserve power. If you go Control Panel -> Power Options you can instruct the drive to never shut off if you desire.

DX should update itself with Windows. 12 is the latest. Any program that requires it (which is almost none) will install or update as needed.
