I would think so. The spec for the Flex Mini is 2.5W max. I power mine via POE and it runs at 1.5W.
If you can, I would recommend POE on the uplink port to power the FlexMini. You can probably get two Ubiquiti 48V POE adapters on E-Bay for about the same $20 that the USB adapter costs.
