I would like to duild a deck using cards that will be added to 9th edition
in addition to Mirrodin block cards (which will rotate out after the next
expansion is released).

Will 9th be released before the next expansion block? (If so, then my deck
would be Type 2-legal, at least for a while.)

Is there a release schedule posted somewhere online - official or otherwise?
That would help to answer future questions of this kind.

I'm not sure. 8th was released between Scourge and Mirrodin, so it
seems likely to me that 9th will be released between Saviors and
Ravnica. However, I don't recall seeing an official release date.

Once released, sets become legal on the 20th of the month.

Wizards in general makes it hard to figure out when sets get
released. (I don't think that it's on purpose to try to keep
information from the masses, it's just that they don't seem to bother
putting it up until they put up the preview card articles.) If I want
to know when a set far in the future is coming out, I Google to find
when the prereleases are from various tournament event web sites and
add 2 weeks.

The Magic Floor Rules available from http://www.thedci.com/ include
expected dates for tournament legality.

9th will be released, I believe, this summer - midsummer or early summer. The
next block, Ravnica, won't start until late fall. So for a short time Type II
will be 9E / Mirrodin complete block / Champions complete block.

Not sure - I know the approximate times, but not exact ones. However, the
release schedule has been the same since about Ice Age, the only real oddities
being that they delayed the release of 8E to coincide with the 10th anniversary
of the game, and sets outside the year-block structure like Unhinged or the
boxed sets.

A quick search on wizards.com reveals:

9th Edition: 29th July 2005
Ravnica, City of Guilds: 7th October 2005

I infer from this that they become legal in Standard on the 20th August
(this is noted already in the Magic floor rules) and the 20th October,
respectively. This gives a window of two months for 9th/Mirrodin/Kami,
then it switches to 9th/Kami/Ravnica.

I couldn't find a general release schedule, but there are regular
announcements to be found through the search system on wizards.com
